In management of modern states, governments of different sorts and levels form into a multiple network for the reason of handling more and more complicated social public affairs. Intergovernment Relations is a chief element in the whole system of modern government. In the trend of global economic market-orientation and political authority localization since the 1980s, government reconstruction and governmental relation reformation have aroused common concerns over administrative reformation in countries and districts all over the world. Being a vital part of the superstructure, Intergovernment Relations is subordinate to elements of the established economic basis, social structure and administrative technique. By the change of above elements, governmental relations accordingly have to be adjusted and reformed."Dual government,three-level management"system was established by Shanghai in the end of last century. It played an important role in resolving some urgent problems facing post-age of Danwei, achieving various effects since being put into operation at the same time.Nevertheless, drawbacks of the system and its concomitant negative results begin to resurface with the growing change in society. Function homology and departure appear in some local governments and street offices, absence of urban community management is a common occurance, shift of the government functions meets difficulties, communities and social organization fail to develop for a long time, and so on.Based on the actual conditions of Shanghai and from an angle of"dual government , three-level management"system of Shanghai community management, this article provides us a perspective over the longitudinal relations between local governments by analyzing that between district government and street office, and tries to resolve the common problems such as function homology and departmental and regional barriers. By using the methods of Literature Analysis and Empirical analysis, this article dissects the drawbacks and hazards of the system, then finally puts forth remedial measures of reforming community management system and improving the longitudinal relationship between the district governments and street ones.
