The government is the main carrier of public power before the appearance of NGO,and it was once seen as the only leader in public affairs. But the various defects ofinefficiency, corruption and the inability to realize the aspirations of citizens caused byexcessive bureaucracy proves that the government is not omnipotent, which makespublic feel increasingly dissatisfied for a single mode of governance and expects tohave to find a new and more efficient governance model. In1990s, the new governancestructure of government and non-governmental organizations began to participate inpublic affairs, and it began to become an irresistible trend in governance sports. Thisindicated that although the government was still bearing the major work inmanagement of public affairs, but it was no longer the only main body of the socialmanagement function.Since reform and opening up, non-governmental organizations in China’sbooming development. They undertake a great deal of social and public affairs whichgovernment transfer out or can not afford. Non-governmental organizations play anirreplaceable role at medical service, education and environmental protection.With thepower of non-governmental organizations growth and the role increasingly important,the relationship between government and non-governmental organizations obtainedextensive attention by both theoretical circles of academics and the practice of practicalwork.However, non-governmental organizations in China started late.The study of therelationship between non-governmental organizations and government is still in theexploratory stage. There are still many problems to be solved on the relationshipbetween non-governmental organizations and government.Governance theory is an important theory on the relationship betweennon-governmental organizations and government. As a kind of new publicmanagement paradigm, Governance theory emphasize the government, non-governmental organizations and other public actors cooperate with each other; Sharingpublic power in an environment of interdependence and manage public affairs together.This article includes four parts. The first part outlines the background, thesignificance, domestic and foreign research, research objectives and research methodsof the relationship between non-governmental organizations and government. Thesecond part outlines the background and connotation of the governance theory. Thethird part analyze the problems and causes of the cooperation on China’s non-governmental organizations and government by the governance theory.The fourth partsummarizes the path selection of cooperation between non-governmental organizationsthe government.
