Since the reform and opening up, with the rapid development of economic and society, the social service work of China’s democratic parties is in a more multiplex and more open social environment, its connotation and extension presents many new changes. Although it has made some achievements, but there are some potential problems have gradually surfaced at the same time, such as role definition as their own role, the lack of social support and disordered management.Nongovernmental organizations, another major force of social service--- has rapid development with the wave of globalization, active on some important areas related with people’s livelihood, such as education, health, sports, scientific research and social services, but also facing some dilemma in actual operation like lack of independence, lack of funds, lack of human resources, insufficient of human resource, weak in political participation.It is observed that there are the same purposes and direction that the implementation of public service functions of Democratic Party and role those nongovernmental organizations plays in public welfare. Both sides in the process of social service practice are eager to seek a reliable partner to make up the weakness by the advantage of other.This paper analyzes the differences and similarities in manner, procedure and effects of social services between the Democratic Party and nongovernmental organizations, digging deeper in existing problems and insufficiency of both sides, to explore a kind of working mechanism of mutual cooperation and complementary in the process of performance of the social service function, so as to realize a win-win situation of improvement of social service capacity and healthy development of Nongovernmental organizations.
