Along with the accelerate of city process and the improve requirements of city resident’s living environment, urban management has become the focus problem of our country, as the important function of the city government, the public government department is clearly understand the city management has become a thorny problem. Our government in order to solve the contradiction problem between city changes and city management, the administrative punishment power system was established in1996,and the local government gradually established Urban Administration Bureau or Urban Management Synthesis Law Enforcement Bureau. Shenzhen City carried out the relative centralized administrative punishment on concentration of pilot job in2001.The implementation of Shenzhen City and other city’s urban management synthesis law enforcement play a very important promoting effect to solve the questions exist in our country city management such as responsibility overlapping, the multi-thread law enforcement, the redundant law enforcement, the law enforcement harass the people, the low efficiency administration law enforcement agency inflation etc and further synthetic law enforcement according to law and sped up the construction of government under law.But there are many problems in the current urban management synthetic law enforcement, such as the legal system is not perfect, law enforcement idea is backward, law enforcement procedures are not standardized, the system and mechanism of law enforcement is not smooth, brutal law enforcement and violence anti-law enforcemen affairs sometimes take plays, the supervision of law enforcement is not in place and so on.This paper take Shenzhen city as an example to analyze, cite a number of cases in the analysis and highlight the problem consciousness.For the problems of current urban management synthetic law enforcement, this article put forward relevant countermeasures based on the experience of American, Singapore and other foreign city management synthetic law enforcement, such as forcing urban management by law, emphasizing public participation, administration by different levels and human-based management. These countermeasures are mainly to improve the city management synthetic law enforcement legislation, straighten out the mechanism and system of city management synthetic law enforcement, innovate the idea of law enforcement, improve law enforcement mode, improve the quality of law enforcement personnel, strengthen the supervision of law enforcement. These countermeasures aimed at Shenzhen City, but also provide reference to the work of urban management synthetic law enforcement for other citys in china.
