In recent years, the number of International Non-governmental Organizations in China has been rising gradually. They are anywhere to be found in China’s social development fields. Through the global networks, lobbying the government and technological, financial and professional help, they have raised the public social awareness, striven for the interests of marginalized communities and established the global civil society system. Faced with this kind of organizations dedicated to solving global problems, the Chinese governments of all levels and the other actors need to focus on the problems of how to deal with them on the relationship, how to maximize their functions and how to avoid the potential threats that they may bring about. The above concerns comply also with the purpose and significance of this paper.On the basis of analyzing and arranging a large number of literatures, this paper uses the theories on public management, political economics and sociology to analyze a typical case in order to systematically expound the current development situation of INGOs in China from a macro perspective, the experience introduction from a micro perspective, the common problems and the causes. In the end, this paper makes some suggestions from the angles of the Chinese governments, the INGOs and the local NGOs to ensure the positive development of INGOs in China. Specific contents are as follows:The first part systematically introduces the definition of INGO and its classification, advantages and disadvantages. The theories of globalization, global civil society and global governance are also included in this part.The second part starts from the origin and the evolution of INGOs in the worldwide scale and then leads to the development of INGOs in China. After that, this part also summarizes the current development of INGOs in China, including activity areas, regional distribution and the existing modes.The third part explicitly analyzes the development of LEVA in China as a case study, including its management mode, capital sourcing, operational characteristics, network system and experience revelation. Apart from its positive influence in ideas, capital, technology and employment, INGOs do have some common problems during their development in China. The fourth part lists all the possible problems existing in the practice of INGOs in China, including the Chinese governments’ negative attitude, the lack of laws and regulations, weak supervision mechanism, poor information communication, INGOs culture embedment difficulties, the lack of human resources, staff social security loophole, potential principle deviation and so on. All these problems are caused by the culture, the system, the institution and the organization itself.The fifth part mainly puts forward some suggestions for the above problems. From the perspective of Chinese governments, they should hold a rational attitude towards INGOs in China, improve the relevant laws and regulations, strengthen mutual communication and innovate management system. In practice, they should make full use of different management models such as filing management, register management, classification management, industry management, capital management and snookering management. Besides, the combination of the annual inspection system, supervision system, evaluation system and accountability system is also needed to ensure the normative development of INGOs in China. From the perspective of INGOs in China, they also need to study China’s national conditions, China’s policies and be consistent with China’s need. Trough the active communication and cooperation with Chinese governments at all levels, local NGOs, colleges and universities institution, INGOs can obtain the policy preference and human resource support. It is also important for INGOs to strictly abide by the laws and regulations of China, eliminate all illegal activities, insist on self-discipline and accept supervision from all parties. Being open and transparent is helpful to establish the positive images and enhance their credibility. Besides, INGOs should enhance their multi-channel financing capabilities to ensure their independence and gradually perfect their recruitment and employment mechanism. INGOs in China need to constantly communicate with other overseas NGOs in China and promote the process of regional cooperation. From the perspective of Chinese NGOs, they should strengthen communication with INGOs in China, reasonably absorb their experience and concepts and improve the ability of organizational construction and talent pool. For the long term aim, local NGOs need to actively participate in the international affairs to enhance their influence on the international stage.
