| With the acceleration of regional integration,international non-governmental organizations(INGO)have become one of the important participants in regional governance by virtue of its large number of organizations,advanced development concepts,mature project management skills and diversified operating methods.The natural and geographical environment of Southeast Asia is complex.Besides,its political,economic,social,and cultural are diverse,and result in related issues are intertwined.So forming a complex real-world situation of regional governance.In order to survive,develop and achieve organizational missions in Southeast Asia,INGO must face up to a different governance environment.As an “outsiders” and“participants”,its governance practices are subject to specific social situations,including the legitimacy of the organizations’ identity,the scarcity of governance resources,the diversity of governance demands,and the interaction between governance subjects.Therefore,the practice of international non-governmental organizations participating in regional governance in Southeast Asia must be placed in a realistic "local situation" and a "localized" path of action should be adopted to ensure the effectiveness of governance.From August to December 2019,the author visited Universitas Gadjah Mada in Indonesia.During this period,the author visited four INGOs carrying out activities in Yogyakarta Special Zone and Semarang in Central Java Province,including conducted in-depth interviews.Through field study and in-depth interviews,it is learned that the development of “SOS Children ’ s Villages”,“Jesuit Refugee Service” and the rest of two INGOs in Indonesia and other countries in Southeast Asia follows a practical concept of "global issues,local governance".The above four INGOs put global issues such as the rights protection for children,refugee assistance,empowerment of the disabled,and promotion of social fairness and justice in a local context and achieved good governance results.On the one hand,the "localized" action path provides a resource foundation for the survival and development of INGO in the host country.On the other hand,the action path matches the governance field,and the high integration of governance objectives and governance resources ensures good governance effectiveness.With the improvement of comprehensive national power,China has gradually increased its voice in international affairs.It has actively proposed "Chinese solutions" and contributed "Chinese power" to reform and optimize global governance.In recent years,under the dual strategic background of the "Belt and Road Initiative" and "Going Global",Chinese NGOs have accelerated the pace of "Going Global",showing a relatively rapid development trend.However,in the process of "going global",Chinese NGOs are facing practical problems such as shortage of governance resources,weak core capabilities,insufficient legitimacy,and urgent external reputation construction.Based on the four above-mentioned successful practical experiences of INGOs in Southeast Asia,Chinese NGOs should be able to follow a "localized" path of action,be guided by the actual needs of the host country,cultivate cross-cultural adaptability,and overcome "the liability of foreignness",strengthen the identity function of "participants",and weaken political sensitivity through the development strategy of "de-political autonomy".As a result,the qualitative development of Chinese NGOs from "going out" to "going in" is realized. |
