Looking at the university student village official policy of the nation as well asits concrete implementation, inspite of the specific local environment and differentcharacteristics of the students there is a common factor, that the university studentvillage officials are not really "official". Instead of authorized establishment, theyonly have temporary establishment, in order to serve the village people.After threeyears of service they will face the problem of finding a job for the second time. Theirlife trajectory will have a certain degree of social mobility within just a few years.Because of many obstacles faced by the "social mobility within the village officialpositions", they will have to seek "social mobility outside the village officialpositions", which causes a high rate of the loss of university student village officials.Furthermore, the value of the university student village official policy can’t bebrought into full play, and the state funds are seriously wasted, which also causes the"murmuring" in the society. At the same time, under the pressure of the socialmobility, a large part of college graduate village officials are not concentrating ondoing a good job, but distributing a lot of energy to many "flow strategies" such as"examination". The process of being a village official shows problems such assuperficiality, being impetuous and formalized. The university student village officialpolicy gradually becomes "a platform for the preparation of exams" with goodguarantee of treatment, which is a suppression for young talents to develop vitality ofcreation and innovation and restricts their long-term development, resulting in that the"village official" team of college students becomes no more passionate but more andmore passive, so this policy has turned from a good thing solving the employmentproblem into the "invisible burden" for the healthy growth of young talents. In thiscontext, this paper selects the social mobility of university student village official asthe theme, takes S County as a case, uses sociological research methods andperspective and gives a comprehensive description of the present situation of thesocial mobility of college graduate village officials. This paper summarizes then theexisting problems in the process of social mobility, analyzes causes of the problemsin-depth from a "Microcosmic" level and on this basis proposes some innovativecountermeasures.The full text is divided into five parts. The first part is introduction. Secondlycomes the description of the present situation. Through the analysis of the data ofSPSS, the situation of social mobility of the university student village officials in S County is described. The third part discusses the problems. Based on the SPSSanalysis of archival data and questionnaires, the significant problems existing in theflow of society are summarized. Fourthly is the cause analysis. From themicro-perspective of dynamic raising of individual status of college students villageofficials and using the social capital theory as well as the "action strategies andinteractive ability" as the foundation, the problems of social mobility are analyzed onthree levels "flow strategy, interactive capability, policy oriented", supporting byempirical questionnaires and interviews.The fifth part are innovative countermeasures.With the "guideline" of full play of the "deep value" of the student village officialpolicy, innovative countermeasures of planning the social mobility of universitystudent village official are put forward. It is suggested in this paper to think from threelevels:"flow strategy" of university student village official individuals,"interactiveability" of university student village officials with the social relation networkenvironment and "policy guidance" for the system structure of university studentvillage officials. It is suggested that college student village officials achieve socialmobility through the "work flow strategy". The "bad tendency" that they seek for "testflow" by using the village official position as a platform to prepare for exams shouldbe strictly avoided, so that a win-win situation of "optimization of university studentvillage official policy, supply of human resources in the countryside and theindividual development of university student village officials" can be realized, and atthe same time of promoting social mobility, the "deep value" of university studentvillage official project can also be realized ultimately.
