China's attempt to send university student to serve in villages can be traced back to the “baby eagle project” in Jiangsu province in 1995.Later,similar projects have been gradually carried out nationwide,and it has been more than 20 years since then.The policy of university student village officials has entered full implementation phase from the initial pilot practice.Since the beginning of the 21 st century,the demand for talents in the construction of new rural areas in China has once again endowed the policy of university student village officials with higher strategic significance.For the new rural construction,the university student village officials program has provided a large number of university student with high cultural quality and professional skills for the rural areas,and thus this has greatly promoted the progress and quality of the new rural construction.For the party and government organizations,the university student village officials program has trained a large number of reserve cadres with knowledge,technology and grassroots work experiences.For university students themselves,they improve their abilities while being employed as university student village officials.For grassroots rural village-level organizations,the arrival of university student not only enhances the cohesion and centripetal force of the organizations,but also improves the governing ability and connection with people.The long-term practice shows that the policy of university student village officials has achieved apparent effects in the rural grass-roots level.At the same time,some phenomena which are unfavorable to the policy of sustainable development also appeared.To name only a few,training system is not perfect,the legal role is not clear,the inspection mechanism is irrational.Some problems need to be addressed,for instance,how to realize thetransformation from university student to university student village officials,how to utilize one's intelligence to cope with the real problems in the rural areas.Solutions to the above questions might be ways to rectify the deviation of implementing the policy of university student village officials.This will be significant both for the personal development of university student village officials and the construction of socialist new rural areas.In theoretical research part,this paper first sorts out the research literature related to the policies of university student village officials and presents a research review,then defines the relevant concepts of university student village officials,and finally briefly introduces the implementation background,specific content and development process of university student village officials ' policies.In the case study part,first of all,the author has adopted questionnaire,interviews and etc.to research the present situation of how Tongliang county of Chongqing implements the university student village officials policy.The research includes collecting and analyzing relevant policies Chongqing adopted for university student village officials systematically;carrying out questionnaires and interviews about university student village officials' motivations,current job status,living status and evaluation toward the related policies;conducting questionnaires and interviews with local villagers,village cadres,county cadres at the grass-root level about their evaluation of university student village officials and relevant policies.Secondly,in combination with field investigation and study on the above basis,through the analysis from four aspects,namely,the policies which may influence the effect of university student village officials policies,target groups,policy implementation main body and policy execution environment,the author focuses the research on the major problems of university student village officials policies in Chongqing,including the obscure job responsibilities of university student village officials at the policy content level;the ambiguous laws toward the university student village officials role positioning and incomplete examination mechanism;problems like deviation of motivation when applying for certain positions,mismatch of majors,the interweaving of emotions of conceit and inferiority in work,and the lack of effective vocational training at the level of policy target group;problems as the relatively low quality of policy executorsand unsatisfactory relevant supporting policies at the level of policy executors;problems like misunderstanding of university student village officials,low income of rural work and complex working environment in rural areas at the environmental level of policy implementation.Finally,some suggestions are put forward from the policy content level for improving the policy of university student village officials in Chongqing,including “optimizing the selection policy of university student village officials”,“innovating the personnel management system,solving the problem of‘unclear identity' of university student village officials” and “improving the evaluation system of university student village officials”.From the policy target group level,the author proposes some suggestions,such as “university student village officials should improve their own quality and ability”,“universities should play the main role in cultivating ‘university student village officials' ”,“the post training of university student village officials should be improved for lifting their ability to better perform their duties”.From the perspective of the subject of policy implementation,some suggestions are brought forth,such as “improving the comprehensive quality of the subject of policy implementation” and “improving the management system of university student village officials”.From the perspective of policy implementation environment,some suggestions are offered,such as “ strengthening publicity,changing the social misunderstanding of university student village officials ” and“improving security policies and promoting the welfare of university student village officials”.
