Study On Farmers' Losing Right And Coping Strategies In Demolition

With the acceleration of urbanization,the government has been going on land expropriation and house removal in order to enhance public construction and reconstruction of old cities.During the process of removal, peasants’petitions and even the group violence events have occurred in many places for their justified rights can’t be maintained, which is also the most important problem.Some reasons are concluded: one is that some regulations and policies about peasants’rights can’t be implemented earnestly;Another is that some farmers have little self-protection awareness,participation ability and knowledge of laws and regulations.Very much so,the deficiency of the demolition policy and standard of compensation has damaged their proper interests and safety of social development.According to the text,the sources of damaged interests and coherent policies have been analyzed from the conflicts between the government and farmers and then some policy responses have been suggested.Not to influence the social economy,politics and development,the text decides to solve the problems from the prospective of the theory of empowerment and development-oriented social policy so as to establish and perfect the system of the protection of peasants’rights.The first part is literature review about arrangement and analysis of the relation between the country and the government and the farmers,and introduction including the background,meanings,ways of thinking and related concept.The second part is stating the real implement of city Y village H about the demolition compensation policy and analyzing the present condition of the drain of farmers’ interests during the removal.The third part is continuing stating such problems and emphasizing the sources.The last part suggests a few of polices,that is,establish valid mechanism to restrict and specify the governmental’demolition,make full use of social resources,improve the social security system and so on.
