Even if somesurplus labor force have find jobs in the city, their registered permanent residencecannot be changed into city due to the block of the registration system and socialsecurity which is the uppermost system obstacle in our urbanization. Therefore,some developed areas'level of the exterior urbanization is under factual. As far aspull of urbanization is concerned, the mostly aim of urbanization is to satisfy the cityindustry; But as far as thrust of urbanization, the aim of urbanization is to assimilateor attract surplus labor force. It is just these system obstacles that make the peasantsout of joint with urbanization and losing rights and interests correlative to rural land,and the level of urbanization couldn't be upgraded.At the same time, faintness of the rural land's property rights leads toself-contradiction between the collective possession and the compensation systemfor land. In fact, peasants'property rights have deviated from the collectivepossession rights set legally. So, when the main body of the property rights is unclear,and the setup of the rights and ability for land property rights is faulty, it's very easyfor peasants to lose the knowing and consultation rights before land requisition, theparticipation and speaking rights during land requisition, the benefit and supervisingrights after land requisition. Finally, these peasants cannot protect their rights andinterests to exert effective legal arms.
