A Study On The Investigation And Research Work Of The Northwest Bureau Of The CPC Central Committee (1941-1945)

CPC realized the first historical leap in the localization process of Marxism in China during Yan’an period.The large amount of investigation work is the key to the first leap, which promoted the development of Yan’an rectification movement, fasten the collapse of the subjectivism, formalism in CPC.Northwest Bureau, as the important part of Central Committee of CPC, on behalf of CPC, led the work in Western area. Influenced by the investigation atmosphere, Northwest Bureau carried out a large amount of investigation work, establishing completed investigation institute, exploring new methods to research, putting the investigation path into different work areas,which provided the important base to CPC to learn about the facts, set and perfect the relative policies and rules.This pape analyzed the investigation of Northwest Bureau about Shensi-Kansu-Minsia oriented western areas in Yan’an period, summarizing the investigation features, forms and methods of Northwest Bureau, offering references for CPC’s governing ability construction, ideological construction, and the development of Chinese socialism.There were three parts in the paper.In the conclusion part, it mainly introduced the study reasons, meanings, situations, paths and methods.The main body of the paper contained5chapters.The second chapter: The establishment of Northwest Bureau. First, it introduced the establishment history of Northwest Bureau. From China National Revolution period to Anti--Japanese War, Party organization scale expanded gradually, which laid bases to the establishment of Northwest Bureau. Second, this chapter writ the organizations of Northwest Bureau, the relation between Northwest Bureau and Central Committee of CPC, the relation between Northwest Bureau and other Bureaus.The third chapter: The investigation organization of Northwest Bureau. It mainly studied the No.4Branch of Central Bureau of Investigation, the working departments with investigation function, and the investigation groups organized by Northwest Bureau. The fouth chapter: Investigation on rural work. It contained the investigation on rural situation, the land problems, the performs situation about the policy of reduction rent and interest.The fifth chapter: Investigation on economic work. It analyzed Northwest Bureau’investigation on people’s production consumption, commerce, transportation, trades, and cooperative.The sixth chapter: Investigation on political work. The chapter concluded the investigation on united front work and party affairs.The seventh chapter: The features and meanings of investigation. There were three features. Firstly, Northwest Bureau established investigation bureaus and system. Secondly, Northwest Bureau took many sorts of investigation paths. Thirdly, Northwest Bureau had systematic and completed investigation steps. The investigation of Northwest Bureau had historical functions. First of all, it provided the objective bases for the decisions and polices.Besides, it promoted the development of Yan’an rectification movement. Finally, it boosted the realization of the first leap in the localization process of Marxism.The last part was conclusion. It mainly made a summary about this paper, pointing out the deficiencies to made a further study.
