Rural Power Construction And Experience Of Enlightenment In Yan’an Period Of The CPC

The Chinese Communist Party attaches great importance to the construction of the rural villages regime in the Shaanxi-Gansu-Ningxia Border Region in Yan’an period. As village is the main place that people directly involved in politics in the Shaanxi-Gansu-Ningxia Border Region, rural villages regime is the most basic of the Border Region government. The basic content of the main government building rural villages, included the new structure of rural power, rural party organizations, village elections and village cadres in the Shaanxi-Gansu-Ningxia Border Region of the Chinese of Communist Party in Yan’an Period. Rural regime included council, government agencies, however, no formal judicial, only a judicial auxiliary authorities in rural (or equivalent Township City),it conducts mediation work. Rural party organizations are party fighting force. But it is also a leader in the executive village. Although the various mass organizations is not part of the political organization, it serves the government organs. So the mass organizations can assist the government.Government construction in rural areas achieved a breakthrough in the election in the Shaanxi-Gansu-Ningxia Border Region Countryside construction designed a good institutional framework regime by rural elections, while building by strengthening countryside contingent of cadres, so that the quality of the village cadres have greatly improved,the relationship between cadres have been greatly improved, and ultimately the efficiency of rural regime has been strengthened.Countryside power construction has accumulated a lot of valuable experience., such as the organizational foundation for uniting the masses of countryside power; strengthening the direct supervision of the masses and build a clean government; emphasizing on education and exemplary role of grassroots cadres; putting three-three production as grassroots political organization; strengthening countryside party organizations to provide organizational guarantee for rural power. These precious experiences have a profound reference for today’s rural grassroots political power. The current construction of rural grassroots regime still has many problems and shortcomings. Therefore, we should summarize the experience and gains and losses from the village power construction and learn the essence of the current regime construction of rural grassroots services in Yan’an period, in order to build the current regime of basic services in rural areas.
