The aged tendency of population is a worldwide phenomenon, which is even defined by Europe an unprecedented crisis. According to the provisions of the United Nations, an aging nation or area is where one out of ten citizens is over the age of60or seven percent of the population over the age of65.Figures from the population census by Aging Problem National Commission suggest that, in Pudong New Area, the aging population over60have risen from185,000thousand in1990to613,000(In2009, the former Nanhui District became part of Pudong New Area), taking up the all the population of Pudong from14.1percent soaring to22.01percent. That is, one out of four in this area is an aged person. Namely, in the past two decades, Pudong New Area has leaped greatly forward into an aging district.As an important part of the social utility, the non-profit institution aged service is a take-over of the issue which should have been sponsored by Government. The operations of this kind of institution cannot be totally settled by marketing or mechanisms control. In contrast, Government should input more on the work of social welfare, ensuring the smooth development of institution aged service by regulating and policy support. How to promote institution aged service is a public management problem which is badly in need of probe from Government.The market in21st Century is being led by customers. That is, customers decide what is in need and valuable, urging the development of the marker. As a result, facing the’value pursuer’in21st century, we are challenged by such issues. What is precisely institution aged service is? How to profoundly transform the service concept and strategy to improve the quality of the institution aged service? This thesis argued that the institutions should be the aged oriented so as to get competitive edge. The institution aged service only develops along with the focus on the aged in its the long-term operations, which means that the needs of the aged is the guidance of the strategy of the institutions.The author sticks to the idea that the aged is the customers, exploring the theme from four aspects, e.i. consumer demand, consuming power, consumer preference and customer relationship, providing an analysis of service efficiency of the institutions. Also, the author use the statistics for reference and analyze the related policy on account of the present problems and bottleneck on the development of the institution aged service in Pudong New Area, in order to find out the development strategy and countermeasures for the aged service under the guidance of the customer oriented philosophy.
