Research On Legal Issues Of Information Security Management

This article points out that establishing perfect national information security system for our country needs not only developing technical measures of precaution but also legal construction by analyzing and discussing the important significance of information security to national security, social stabilization, peoples life, and the severe challenges caused by the development of information industry. I analyzed several typical cases of information security management, dissected the defects of existing laws and regulations in China, compared with other countries’efficient legal measures about information security, and offered new thinking and feasible solutions for improving China’s legal construction of information security management in internet age. This article includes six parts:The forward. By introducing recent information security problems, the threats and harm caused by these problems, I elaborated the importance of legal construction related to information security.Chapter I:The definition and contents of information security management. It introduced diversified information security problems, related criminals and damages caused by the development of electronic information technology. It elaborated the meaning and position of information security management.Chapter II:The present status of legal construction about information security in China. By introducing the laws and regulations related to information security in China, discussed and analyzed practical situation of legal construction about information security in China.Chapter Ⅲ:The problems of China existing laws about information security. Elaborated the facts of information security management in China:the defects of existing laws and regulations, the faultiness of protecting individual privacy, and no efficient appealing channel or measures for ordinary people.Chapter IV:The direction and suggestions of information security management legal construction in the future. By summarizing the problems stated in chapter Ⅱ and Ⅲ, suggested the direction and solutions for improve the legal construction about information security.Conclusion:Finally summarized this article and emphasized the importance of information security to national security. And the establishment and consummation of the legal safeguard system of the information security management is an arduous task.
