Based on the outline of the12th Five-Year Plan in China, combining with the request of the government issued document about improving the ideological and political work within state-owned business, which has emphasized the important role and effect that the large state-owned enterprises have in the party and the country, I, present the solution of how to run a business stably, quickly, and efficiently, which has also been a huge issue to state-owned enterprises in modern China. Among all the state-owned business, the petroleum enterprises play a relatively important role. Its development is closely linked with the national energy strategies and the national energy security. It is also the cornerstone of the international influence and the stability of the economy in this country. Therefore, the question of how to healthily develop the Chinese petroleum enterprises, has become one of problems that people must concern nowadays.This article starts with the traditional ideological and political work, combine it with the modern employee assistance plan (EAP) systems, under the consideration and analysis of the current situation in China, which is from the perspective of ideological and political work theo ry of petroleum enterprises EAP application and system problems, in order to provide an effec tive employee assistance system which based on Chinese current development petroleum ente rprises, a effective employee supporting system. Furthermore, it is better to focus on the psyc hological health and problems of the employees, achieving a stable enterprise staff lines, opti mizing an organization’s employee literacy to improve employees’ performance, improving ef fective profits. Ultimately, it will promote reform in China’s core, value system, and build a ro le of harmonious socialist society.By combining the traditional ideological work and carrying out EAP program, in the opi nion of this paper, it is an effective way to deal with international and domestic challenges an d increase the core competitiveness of Chinese oil companies. Worked as a kind of historical experience method, ideological and political theory can provide a theoretical guidance for the auxiliary work of employees in the oil companies which compliance with China’s actual condi tions, and provides a theoretical basis for the implementation of EAP program in China’s oil c ompanies, proposes constraints and guidance for the EAP program. Therefore, in order to pro mote the healthy development of enterprises and constantly promote social harmony and stabi lity, the system must be carried out by the policy, technical and other measures to extend and expand the application of psychological communication.
