Since Graphic Revolution, there has been a profound and subtle change in the pattern of social behavior other than the convenience, which new information technology brought. The Internet provides a new type of public forum allowing people participate and discuss public issues. Furthermore, these discussions led to civic participation. As a result, citizens have a broader access to accomplish freer development on one hand, which means they form new social organizations and gain more social capital including capacity for civic action. On the other hand, individual development transforms the whole social structure. The two changes, together, have brought new challenges to Chinese Communism Party (CCP) and neo political resource at the same time. The challenge requires CCP to contribute more in Party Construction. According to this research, online Party Construction has the potential to be the answer.Currently, related study on online Party Construction is not sufficient, and research about online Party Construction from the aspect of efficiency is fewer. This stimulates author for observation of status quo of this issue.This research is an empirical study. It provides an overview of online Party Construction nowadays according to the division of three main subjects who bearing specific party construction work. It also reveals the mechanism, which causes different performance during the process and deep reasons for why general situation of online Party Construction shows insufficient effectiveness. At the end of this research, the author proposes several feasible measures to consolidate the legitimacy of CCP in new circumstance as a prospect of the Party Construction issue in a broad picture.
