The water resource in Central Asia is scarce and mostly fed by the meltingglacier. The distribution of water in time and space is not reasonable. With the growthof population, the development of agriculture and industry, the pressure of watershortage is worse. Disputes and conflicts which are caused by water distributioncontinuously spring up. As some predicted decades ago: nations will fight for water.Water shortage and disputes has brought up widely “water politics” all around theworld, especially in Central Asia. People and countries in Central Asia had done a lotto cope with the present dilemma. International mechanisms had been founded in thepast decades to coordinate the stakeholders. Nevertheless, there are somemisunderstandings on this issue which make situation worse. First, the mechanismsare feeble so that countries always break the limitations for their own interests. A oddcircle of breaking-founding mechanisms had formed. Hence, the mechanism is notenough to handle this trouble. It is needed to hybridize the realism and theinstitutionalism. Central Asia is the bridge between China and the Europe, it is the keyfactor for promotion of the “one belt and one road” strategy. Further, Central Asia’sstable and security is closely related to China’s west territory’s stable and security.The settlement of the Central Asia water issue not only benefit for Central Asiacountries but also good for the mutual prosperous of the region.
