Water is precious non-renewable resources, it is related to people’s normal production and life, is the essential resources of human survival development, especially in the shortage of water areas, the water resources even become the an important factor to influence the relations between countries in the region. Central Asia has its particularity of water resources, the main rivers are cross border water. The amount of the water resources are rich but uneven distribution. Moreover, they have long-term not appropriate use of development, waste, pollution, and five Central Asian countries have many disputes around the allocation of water resources. Therefore, the Central Asian countries signed a series of bilateral, multilateral agreements attempt to solve the problem of cross-border water resources by international cooperation. However, these agreements were unable to form a long-term effective cooperative mechanism, the dispute of the use of water resources development, management is still within Central Asia.The first chapter of this paper is to present the overall situation of cross-border water resources of Central Asia. The second chapter is to analysis of the current situation of the water resources development and the utilization of cross-border water, and the disputes that happened in exploitation of water resources. The largest use of water resources in Central Asia is agricultural irrigation and Hydro Power, this is the biggest conflicts of interests in this region. In the third chapter, the author will discuss the effort mainly made by Central Asia for water resources development and utilization. First, analyze the legislation and the relevant institutions reform of water resource in the internal nation. Then, analyze the cooperation among these five countries through various kinds of agreements.The last chapter is to explore the solutions to solve water resources in Central Asia cross-border water resources. Through analyzing the world water resources situation try to find some enlightenment of water cross-border in Central Asia. To solve the problem of water resources in Central Asia should be through the regional cooperation, and to establish a regional coordinated interaction mechanism to cope with the development issue. However, the key to the success of the regional cooperation is to build a effective system arrangement. Therefore, to construct a regional water resources and develop a effective cooperative mechanism is not only beneficial to the Central Asia, at the same time, it is better for the whole region and their neighbors.
