Since the end of the Second World War, the modern international law has madeconsiderable progress in the field of human rights, environmental protection otherdevelopment, development has certain characteristics beyond the traditionalinternational law system."Obligation erga omnes" and development that is the case."Obligation erga omnes" and the traditional rules of international law the biggestdifference are that it is for the common interests of the human basic moral value andthe whole international community. It is beyond the traditional rules of internationallaw to adjust to the relations between countries, looks at the relationship between thewhole international society and its members."Obligation erga omnes" to safeguardthe common interests of mankind is the basic moral and the international community,this is beyond the national interests and values between facing independent values andinterests, their existence, acknowledge and agree not to depend on each country. Bothcountries recognize or agree or not, have the obligation to maintain the interests andvalue. Moreover,"obligation erga omnes" is the obligation to enjoy legal interests, byall States of obligations on the claims.
