In the view of insuring free competitionand promoting the Internet industry,Clinton administration adopted "technicaldefense" strategy. In the end of the twentieth century, the United States government,through close public-private partnership, set up the cyber protection system whichcovered a series of key infrastructure.At the beginning of the21st century, theoutbreak of9·11terrorist attack turned counter-terrorism campaign into Bushadministration’s top priority.Counter-cyberterrorism strategy has become an importantportion of national security strategy. Eventually,thedemocratic candidate was elected44th President. The Obama administration fullydisclosed their will and power of deterrence.President Obama valued the constructionof order in the cyberspace and obtained common sense with great powers.In his firstterm, construction of stakeholders mode got started.Strategies in different period hadpositive effect on counter-cyberterrorism campaign and negative effect on civil rightsand other countries’ sovereignty at the same time. |
