Ti Lao Bei kao is the first monographs about prison in China. The unique character of this book is that managing rule in prison has be opened. By combing the main contents of the book named Ti Lao Bei kao, This subject trying to clarify the distinction between the work of prison staff in Qing Dynasty, and ultimately has a overall understanding to prison management system in this time. Based on the book, there are three kinds of people to complete all works in prison. The first class of three is Officer of prison, the most important job of whom is to oversee prison jailer, compassionate prisoners, and all above is primarily through provision of food and snacks for prisoners and inspection jailer’s work. The Siyu serves as the main communication up and down to help Superiors supervision and management. Besides, when a new inmate is coming, Siyu must guide him to choice a cell by ballot and inspect the prison at night every day. Jailer is responsible for the actual implementation of all the affairs in prison, who is the most direct manager of prisoners. Officer of prison and Siyu supervise all jailers together. Jailer has two important works, management of rice and sick prisoners.
