Water is the source of life and the basis of energy. It concerns not only people’s normal production and living but also the stability of regional political situation.Especially in areas where water is the scarce resource, water has become the key factor that affects the relationship among countries. The Middle East possesses specific climate environment and strategic position, it is because many countries struggle to compete for the water that it has actually caused a series of conflicts which seriously hindered the peace and development process of the Middle East. This thesis selects the Middle East’s specific geographical environment as the background and takes the neo-liberalism cooperation theory as the theoretical backup. Based on the philosophical logic that conflict and cooperation are very closely associated with each other, it makes the conflicts triggered by the competition for water the entry point and then leads to cooperation, which ensures the Water Cooperation the central subject and a main clue throughout the paper. And finally the logical structure and system which is based on theoretical research,case analyses and countermeasure thinking is made up.The first chapter of the thesis describes the overall picture of water resources in the Middle East and then summarizes its basic characteristics. The second chapter demonstrates that water cooperation is necessary and feasible, it firstly proves the urgency of water cooperation from both traditional security threat and non-traditional security threat,which is used as the starting point and then leads to cooperation.According to the neo-liberalism cooperation theory, cooperation is the result of inconsistency and it can only be realized in conflicts or potential conflicts. Sometimes it can be developed on condition that complementary interests is needed. It is because of the conflicts over water that produces the necessity to cooperate. Besides, a series of advantages creates the feasibility for water cooperation. The third chapter conducts further studies on the water cooperation in the Middle East. This chapter chooses Nile River and Jordan River as two significantly typical cases, and then I summarize the defects and deficiencies on the basis of two cases. Meanwhile, the paper makes a systemic analysis on the reasons which restrict the water cooperation in the Middle East. The fourth chapter is to inherit the third chapter on content, that is, to suit the remedy to the case and put forward some countermeasures and suggestions on theprospects for water cooperation in the Middle East under the perspective of neo-liberalism cooperation theory. This chapter is the conclusion and home of the whole paper. The future for water cooperation in the Middle East is to establish a sensible and valid regional condominium mechanism.that is,the water cooperation factors must be normalized and the regional international regimes which restrain the actors should be set up.Therefore, the Middle East countries need to rationally treat the differences in each others’ culture, religion and to explore the way to realize water sharing in a more tolerant attitude. Meanwhile,it’s necessary for the international community to provide financial, technical and institutional support for backward countries in the Middle East.It’s my sincere hope that water cooperation in the Middle East can go forward smoothly,war for water will be history forever, the entire region and even the whole world will eventually achieve harmony and prosperity.
