Terrorism always happens in the Middle East Areas,the rise of “Islamic state” in 2014 puts terrorism on the front of the international community.The “Islamic state” also covers international community over the shadow of terrorism in the Middle East.Facing with the rapid rise of ISIS,the international community has established various bilateral and multilateral alliances to fight against the “Islamic state”.Among them,the Sunni Anti-Terrorist Alliance led by the United States and the Shia Anti-Terrorist Alliance led by Russia played the most significant role.In the campaign against the Islamic State,they united with the Middle East countries,invested a lot of money and military resources,wiped out their vital forces through military means such as air strikes and ground raids,and controlled their forces in Syria and Iraq.In addition,the two military alliances have also responded to the expansion of the "Islamic State" by integrating intelligence resources,strengthening financial supervision,and strengthening entry and exit management.Unfortunately,the joint attack has not eradicated its extreme ideas,and the root of the development of the "Islamic State" still exists.The frequent wars in the Middle East,sectarian conflicts between Shia and Sunnis,and the great powers struggle for dominance in the Middle East have resulted in the development and growth of the Organization of Islamic States.At the same time,the Middle East anti-terrorism cooperation has fallen into an unavoidable crisis of trust,resulting in the difficulty of joint efforts in anti-terrorism cooperation and the incomplete fight against the "Islamic State".The author believes that there are four reasons for the dilemma of Middle East anti-terrorism cooperation: first,the lack of legitimate authority caused by the crisis of trust makes it difficult to keep the pace of Middle East anti-terrorism;Second,the "free-rider" behavior prevalent in anti-terrorism cooperation has resulted in a serious waste of anti-terrorism resources.Thirdly,the high cost of trust faced by the anti-terrorism parties due to the crisis of trust and the lack of legitimate authority greatly reduces the confidence of all parties to cooperate;fourthly,the lack of integration of anti-terrorism resources in the Middle East will cause repeated attacks on the "Islamic State".In order to solve this dilemma,the first thing for the anti-terrorism main bodies in the Middle East is to strengthen mutual trust among countries,establish a more perfect anti-terrorism cooperation mechanism,ensure openness and transparency of cooperation,and eliminate the doubts and suspicions of all countries.Secondly,it is necessary to establish the leaders of Middle East anti-terrorism cooperation so as to further coordinate the counter-terrorism strategies of all parties,maintain the consistency of counter-terrorism pace and ensure the smooth development of cooperation.Thirdly,it is necessary to integrate the counter-terrorism resources of the Middle East countries in order to strike "Islamic States" accurately and eradicate terrorism completely.
