The era of big data is an advanced stage of development of the information society, global "big data Wind" is changing every aspect of human society. Since the reform and opening policy was launched, reform of administrative decision-making has been highly valued that the reform has made great achievements, but a combination of government-led, citizen participation, expert evaluation, administrative decision-making model is now facing a huge challenge. Citizen participation in the era of small data did not achieve democracy in the true sense. Expert evaluation cannot be completely used to enhance the scientific decision-making because of its own limitations. Administrative decision-making has still been a government-led decision-making process for a long time. The process of decision making is private and subject of decision-making is simplified, which severely restricted the improvement and development of administrative decisions. Big Data is conducive to enhance the government’s ability to govern, helps to improve the scientific and democratic decision-making levels of government, and helps to accomplish the real "goal-driven decision-making" to "data-driven decision-making" changes. Market economy transform from "objective-driven decision-making" to "data-driven decision-making". Government functions are relocated required by the market-directed economy that the management functions are rose to macro-management. Whether administrative decisions are correct or not will directly influence people’s daily life. Therefore, the use of big data to change the traditional administrative decisions is imminent to reach the goal of real scientific and democratic decision.
