No matter how the times change, the freedom of expression as a basic human right will never be changed. Especially in this moment the Internet is widely used, freedom of expression on the network to be fully utilized. But there were also some problems, people have such an erroneous views for a long time, that is, the network is free space, people do not have to be responsible for their words and actions. As a result, the network hype and network rumors have emerged in endlessly, and disrupt the social order. In fact whether in the real world or the virtual world, both need law. To solve these problems, firstly, the authorities should make and implement relevant laws and regulations to impose heavy penalty on those who spread rumors through the Internet. Secondly, network journalists should strengthen their professional ethics.Last but not least, as for the citizen themselves,should neither believe the rumors easily,nor disseminate rumors deliberately.In short, purification cyberspace requires the joint efforts of the whole society.This paper consists of three parts: The first part consists of three cases: Yao Beina event, 1/3 Rumors event and An actor’s affair, to show the problems of network which would slander to personal reputation, harm legitimate rights, undermine social stability, or even damage the country’s image. The second part is to find the cause of the network rumor. First, with the development of society, people have a deep sense of insecurity. Second, the vulgarization of popular culture becomes more serious. Third, the lack of legal regulation also is an important reason. A variety of factors contributed to this situation. The third part is about solutions to this problem. On the one hand to establish and improve laws and regulations, strengthen public opinion guidance and supervision system, strengthen self-discipline media networks, norms correspondent reports, etc. On the other hand strengthening the construction of the mainstream culture, eliminate network malicious speculation and rumors of the existence of a network of roots is also very important.
