Research On The Difficulties And Countermeasures Of Community Correction In Anxiang County, Changde City

As the influence of the anamnesis of severe punishment, execution socialization and punishment humanitarian, community correction is a non-confinement penalty execution system which begins to appear, develop gradually and be applied widely in most western countries. In order to promote the reform of penalty execution system in our country, to comply with the trend of penalty system of most countries and regions in the world, Our country officially begins to develop community correction work in 2003. Beijing, Shanghai and other provinces begin to carry out community correction. So far, community correction is carried out over ten years. Community correction has achieved outstanding achievements in the pilot areas. Such as “Beijing model”, “Shanghai model”. The success of pilot work also promotes the development of penalty execution system. The criminal law amendment(eight) and the newly revised criminal procedure law in 2012 put forward “community correction”, which suggests that community correction system in our country is to work toward the goal of standardization and legalization.However, our community correction work is preliminary, and the level of all work just stays at the primary stage of community correction in the developed countries. Community correction work, therefore, is still a long way to go. Owning to the restriction of social economy development level, the level of community correction is different. Community correction work develops more slowly in economically backward city and the problem is more obvious.I choose Anxiang County as research object, because Hunan province is located in the middle of China. Economic development level is lower than the city of Beijing.But nationally, economic development level is in the middle. Meanwhile, Hunan province was earlier included in the scope of community correction pilot. It can fully reflect the problems existing in the community correction work in our country.This year, I made use of summer vacation to go to Anxiang County to develop survey of community correction. By analyzing of the effective questionnaire, I found that judicial organs exposed some problems in the practice of community correction,such as, professional quality is not high, the work organization defects collaboration,insufficient funds, etc.This paper is divided into four parts: first part describes the concept of community correction, the characteristics of the community correction, the purpose of research, significance of research, research methods and the reason of selecting the object of study; The second part analyses questions of questionnaire survey and find out the problems existing in community correction in Changde City Anxiang County.The third and fourth part I focus on problems of community correction in Changde city Anxiang County and put forward the solution.
