| Buoy is an aid voyage device designed to ensure the safety of navigation, which is important for the development of maritime transportation of China, the marine resource development, fishery, promote the economic development and strengthening national defense development to maintain state sovereignty. The characters of the ocean in China involves vast area, long coastlines and a lot of coastal islands, which form a extremely complex course, for instance, there are more than five hundred important buoys in the South China Sea. The monitor of buoy in the South China Sea, which had been used for a long time, was done by people who keep watching from time to time and people to people. Lots of problems occur by this kind of monitoring. For example, the buoy malfunction cannot be found instantly, buoys are only monitored during inspection, many buoys without being inspected could fail to track the ship that hits the buoy, and the battery of buoy could frquently be stolen. The buoy telemetry and telecontrol system applies the telemetry and telecontrol techniques in monitoring the buoys'working state, which can fix the problem in time when the problem occurs in order to raise the stability, reduce maintenance costs, promote modernization management, and improve the service quality.This paper first introduced the buoy telemetry and telecontrol system, which includes three parts: data collection terminal, data transmission link, and monitoring control center. The data collected from the collection terminal, after briefly data analysising, are sent to the monitoring centre immediately. Data transmission link can implement various kinds of communications, of which main mode is combined the CDMA with satellite communications. The offshore islands communication links apply the "the gold coast" project of coastal CDMA network of China Unicom Corporation while the Satellite Communications will be used by the poor-signal and distant land. Monitoring the control center will be responsible for the data collections, analysis and saving, which could be demonstrated by. This paper stressed the data collection terminal, including the design, the structure of software, interface, and the power consumption. In the end, we also introduced the problems and solutions during the development and implementation of the buoy telemetry and telecontrol system in the South China Sea. The buoy telemetry and telecontrol system introduced in this paper has been successfully applied to the buoy of the Maritime Safety Administration (MSA) of Guangdong. The performance of the system meets the requirements of MSA. It is still functioning well now that it wins the recognition and praise from MSA. |
