The E-government may divide into several aspects:the open government,the internal government work flow system, the government procurement, the administrative examination and so on. At present the majority E-government solution which is proposed by the domestic manufacturer and the development facility is faced to the overall construction of E-government, the internal work flow and the administrative examination. But the model which aims at the government computerization purchase is not to be specially, the majority governments only depend upon a procurement website to issue the purchase information, and the function are limited. These government computerization purchase system are not only insufficient regarding the service value degree, but also lack the modeling theory, the method instruction, and have not get the support of the platform which is flexibility. The system cannot adapt the needing of government procurement system which often changes demand nimbly.Therefore, if the government procurement system is constructed comprehensively, effectively, it can not only raise the government procurement efficiency, reduce the procurement cost, reduce the private corrupting practices; sets up the government image, strengthen the Upper-level department and society to supervise but also may give reference for other E-government application.Based on the above-mentioned reason, this article aims to propose an general model which can not only make out deficient model instruction situation in the government procurement domain, but also help E-government's other domains to solves the question mentality.The integrated model framework describes system characteristics model framework from different dimensions of different levels, it can improve the—consistency and describing ability of system model. The role is a series of responsibilities and the authority set. Taking the role theory as the instruction way modeling in integrated model framework, is correspond with the actual situation that the main work is done by "the human". Agent is an abstract entity which has the reactivity, the autonomy, the sociality, the initiative, it has the knowledge, the goal and ability, it can affect in itself and the environment, and can make the response to the environment, realize a series of goals of the designer and user.The article draw Agent technology into integrated model framework, and has referred to some thought of role theory, based in foundation of CIM-OSA (Computer Integrated Manufacturing-Open System Architecture), proposed to construct a role theory support multi-Agent integrated model framework:RN-MAC. On this basis, the article attempt to apply an E-government procurement system based on RN-MAC model framework. The prime task as follows:Introduced understanding of other scholars about the integrated model framework, proposed the model, principles, development status of the enterprise model framework and so on. Based on all above, these important model framework are analyzed and compared, and the enlightenment of the integrated model framework to E-government procurement system's model is described.RN-MAC is more suitable for the electronic government procurement system by improving the previous enterprise modeling framework. By drawing Agent technology into the existing system model framework, the author designs a role based multi-Agent integrated model framework. And on this basis, the article elaborates the model framework's detailed architecture, presents the concepts of conception layer, relation layer, element layer, application layer, and designs the model framework's modeling process.The article analyzed the existing Chinese government procurement work flow. According to its flow, the author applied RN-MAC in the government procurement system. Regarding each role Agent's identification, system target's recognition, relations between the role and the target, relations between the role and Agent, relations between the Agent, output result and so on, the article has also given the concrete definitions. The code maker could concrete the system by its definition of the model's relations. Although the author has done certain research regarding RN-MAC model framework, the government procurement system's development is a long-term project, it coverage broad, involves the content to be many knowledge, therefore this article only designs a cardinal principle frame, not involve in making a real system excessively.
