Expressways get people's wide appreciation because of their high speed, high efficiency, security and comfort. However, it is indispensable to build up an integrity transport project for the sake of running and management of expressways. In that way, the characteristics of expressways can be fully made use of, the efficiency of management can be improved and expressways can become an indispensable artery with huge flow and high efficiency for national economy. Although the electrical system accounts for a small part in the investment of the whole expressway program, it is getting more and more important.The expressways in Ningxia province have covered a distance of 1000km. Firstly, Inner Mongolia stands as a neighbor, to the north of Ningxia, and expressways is lined in the economic circle of Hohhot, Baotou and Yinchuan, which is located near the border of the Ningxia and Inner Mongolia. Secondly, the expressways in Ningxia stretch to the East China Sean and connect Qingdao. Thirdly, they connect Europe-Asia economic area through Lanzhou and Wuwei, which are located in the region to the west of Ningxia. Lastly, in the region of south of Ningxia, the expressways connect with Shaanxi, Hubei and Hunan. In all, the expressways in Ningxia form arteries connecting its east, west, north and south.Based on the situation of the implementation of online charge system for expressways in Ningxia, this paper gives a detailed description of the design and implementation of this system. Ahead of the design, research work for a better solution is conducted. This system also adopts practical technologies with good quality and great potential. About hardware, the server has four CPUs and runs with 3.0G CPU Clock Speed. Regarding Software, IBM AIX6.1 and ORACLE 1.0 are put into use. In addition, current resources are utilized to the full extent in order to enhance the efficiency of the system.This paper gives the critical technologies, overall design, interface design, running design, data structure design, concrete design of every components and improved policies of the online charge system. The system was put into use in May,2010, and it has run steadily since then and contributed greatly with good effect.
