This paper first analyzes the compression performance and implementation complexity of various algorithms of image compression, and chooses the fast SPIHT encoding algorithm as the core algorithm. The algorithm can be realized by parallel processing, which can be realized by hardware with high-speed.Secondly, the detailed design scheme of the satellite image compression encoder is provided. The encoder can deal with the image compression of both the static and dynamic by parallel processing. In the processing of dynamic images, join the DCT transform to get better performance. After this, the relativity of images focuses on the first image, so the image should get more code. Therefore, the average distributing method cannot get the best performance. The united code-rate interception method can effectively extract the importance of the image and the correlation of the images, which enhances the performance greatly. So the encoder can meet the compression requirements and it is used in the compression system successfully.Finally, the validation scheme of the encoder is provided. By functional simulation and static timing analysis, the encoder can correctly realize the coding of two kinds of images and the restructured images can meet the requirement. In this encoder, the design can meet the technical requirements in the aspect of complexity, performance and reliability, etc.
