The Video Conference System is an interactive system, which can make two or more people or groups which are in different regions transmit their audio, video and its like through network media and multimedia devices. With the development of the Computer Network Technology and the widespread of multimedia devices, the Video Conference System is becoming more and more practical and is favored by more and more enterprises and groups. All of these factors stimulate the people's enthusiasm of studying the Video Conference technology. So far, several kinds of standards and protocols exist in the field of the Video Conference. H.323 and SIP are both popular. And H.323 is a criterion in multimedia communication in Packet Based Networks, which was issued by ITU for multimedia communication and was a part of H.32X. SIP runs on IP network, especially on the Internet, and is a signaling protocol which can develop realtime communicating application.The main work in this paper is to design and develop a Video Conference System based on H.323 by studying and analyzing the H.323 protocol standards and OPENH323 project. The system supports two kinds of meeting type, point to point meeting and multisite meeting, which is also compatible with other H.323 devices.
