The reasons for the development of API (Application Programming Interface) at the customer end, which is based on SMGP ( Short Message Gateway Protocol) , is introduced at the beginning of this article. The Short Message Service provided by Telecom has made huge progress along with the development of PHS(PersonalHandyPhoneSystem) network and brought in the SP service. Thus the development of API is quite necessary. In the purpose of service integrity, Telecom carried out the OTP (One time Password) program, which merged the Wi-Fi and PHS network together. This program inspired me of the API development as the conditions are ready.The application program based on J2EE could be installed into different operational systems and operation desks, as a result, it is quite convenient for desk transplantation in future. For example, it could be installed into high end UNIX and mainframe system. Only a single machine bears the outstanding processing ability, which could support from 64 to 256 processors, The program also can be used into smallframes. For instance, when the number of insured people goes beyond the system capacity, the problem can be solved by adding servers or by grouping. Even a PC Server could be adapted as the medium of application server or data base when the processing requirement is not complicated. Various application settings satisfy the different standards on different levels within the social security system, meanwhile, meeting different budgets. Further more, it cuts the expense of transplantation between different desks. Such progress has never been achieved before in the past application systems.API is developed by several modules based on the demanding separation. It requires a thorough understanding of SMGP Agreement and meets the SP application requirements. It also goes along with the Telecom regulations.
