Based on long-distance robot wireless telemeter and telecontrol system is a key project of "211 projects" of my school, this paper takes this as the foundation, and takes the mobile robot—VGV (Visual Guided Vehicle) which is designed and developed by ourselves as our research object, then we designs and realizes the tracking goal control platform of VGV and simulation of the path planning through the network real-time evading obstacles in dynamic environmentSerComm the NCS500 network camera is used to shoot and track the movement situation of goal and information around the environment in the part based on internet telecontrol ,these information are fed back to control platform where the operator controls movement of the small vehicle and VGV can complete the task of tracking goal in the complex environment. The paper analyses and studies the general questions in the remote control system, such as the delay time of network, software system structure, human-computer interaction technology, real-time video transmission and path planning and so on. Then we design and develop a remote control system and path planning of VGV based on network. It not only realizes the original system's mutual operation faction, Which is developed by different programming language, but also improves the platform independency, mutual operation function and expansibility greatly, also has faction which can track object successfully.The path tracking is the VGV's intelligent control section, it tells VGV how to track the goal's movement carefully.This article through the current robot path planning method brief introduction and summary, in view of ours experimental environment and request, uses the synthesis path planning, and according to the camera photograph at the right moment adjusts the movement route and the movement behavior, achieves the good track goal's request. Fuzzy concept of simulating person's thought is used to establish space model, and greatly reduces model complex, also we use the improvement D* algorithm to carry on two time seeks superiorly.
