| Geographic Information System (GIS) is a technique system, with the support of computer hardware and software, to acquire, store, manage, calculate, analyze, query and count the resources related with the geographic information and the attribute data which are to describe the characters of those resources in the real word. It combined with the spatial position and the concerned attribute, provided query, searching, statistic and analysis in terms of geographical spatial data and attribute data, gave a visual intuitionistic expression to the result. All of these shows that GIS is an important platform supporting for maintenance, analysis and decision-making. The big difference with GIS and other Management Information Systems (MIS) is that it can do all kinds of processes to the spatial data according to the geographical coordinates or spatial position, give an effective management to the data and study diversified spatial entities as well as the interrelations between them.This dissertation introduced a detailed concept of GIS and a general situation of the progress in GIS field inland or overseas nowadays, analyzed the composing of a integrated GIS and the function about it, gave a generally discussing about several popular GIS tool software platform, expounded the basic theory and most of the analysis operations to the spatial data. Based on these, aimed at the characters of the military communication network resource, which was that it contained not only the attribute of entities but also the abundant spatial geographical information, and the actuality of the military communication network resource management, it integrated the data of the military communication network resource into GIS, designed and developed a Military Communication Network Resource Management System, analyzed the integrated system construction and proposed a total design of the system. According to the actual demand, it divided the system into several function models. The system functions and the structure of the net were given and the detailed design analyses to some of the models were mentioned. In the end, the data design of the system and the arithmetic used in the models were discussed.This system achieved the visualization expression to all of the communication network resource supported by electronic maps and communication special drawings and made the integrative management to the spatial data, the attribute data and the TOPO relations come true.
