With the rapid development of VoIP.It has gradually been becoming a great competitor of our familiared Public Switched Telephone Network techonology. As the dominant protocol of VOIP, SIP, has attracted great attentions from the VOIP researchers for its simpleness and flexibility and these years it has developed rapidly.In this paper the author has done an in-depth study of SIP protocol. From the research on OSIP stack, whick is an open sourcing stack, The author has mastered the basic mechanisms of SIP and the simple course of the VoIP calls and On the basis of these work, He has also realized a SIP User Agent software by using the object-oriented programming ideas. Meanwhile, the paper also gives the design of the proxy server based on the OSIP stack.Besides, the author also gives an SIP-based call center system design with the IVR proxy and media gateways. And also tested the User Agent software .The results of the tests showed that the registration and basic phone functions of the User Agent software can be achieved. Testing provide a good environment for enterprise LAN voice platform.
