Illegal picking up sand from the Chang Jiang River is one of the growing problems nowadays. This has created a serious affect on smooth river flow, transportation of vehicles accross it and a big influence of socio-economic life. But it exists a difficult problem to obtain evidence in the process of law enforcement. So it is no time to delay to strengthen digging sand ship administration. To solve this problem, embedded GIS monitoring system has given us the scope to develop and to use the technology to manage the picking up of granulated substances in Chang Jiang River.Along with the development of embedded system, wireless technology, geography information technology, global position system and radar technology, uptodate monitoring system, these days the systems have been more robust and operative to the human expectation. This paper is built from a real system that monitors the location of ship. The system, which has used the modern embedded system technology based on ARM10 of PXA270 processor as core platform, transplanted Windows CE.NET operating system and developed a nice human-computer interactive device. It has used the MSP430F149 processor of TI to develop the end-module platform, connected out with GPS and CDMA module and has been tested with the written software. Visual C++, which embeds a module GIS tool MapX was used to develop the central monitoring software and implementing different kind of operation like the GPS data analysis, handshack protocol, basic operation of mapping and illigal operation of sand digging etc. For further improvement, system test has been carried out and the result has been analysed. It has ended up with all the implementations and future prospect of the project.This thesis has included all the requirements of the project. It has developed the prototype machines of law enforcement ship and legal digging ship monitoring terminal, and the central server monitoring software.
