With the fast development of information and popularization of Internet, more and more information resources are becoming digitalization and networking, more and more users are able to access Internet to research and utilize information through internet. A big amount of outsourcing electronic document resources, self-constructed database with characteristic and navigation database of every subject, etc. will be provided by the frontpage of the library which can provide abundant documetation storage and research service to the users. Under this kind of condition, the traditional way of information consultant service obviously already has not been unable to meet readers' need. A kind of online real-time consultation platform which can get rid of the limit of time and space when it provides many kinds of reference services to the reader is needed urgently.Online reference service is also named as digital reference service, virtual reference service or networked reference service which means the reference service to satisfy all kinds of requirement of users through common question resolving database,E-mail, SMS, online chatting and sharing browing.At present, the virtual reference in our country is still at the initial period stage. In the 31 provincial public libraries, only 1/3 of them provide virtual reference service. Moreover these services are all the simple reference service like FAQ and so on. But, the virtual reference service of Shandong digital library concentrate many kinds of reference forms on the same system platform together, for example: list consultation, email consultation, real-time consultation, forum consultation and so on. So it can be provided more consultation way to the reader to realize real-time consultation and real-time explanation. At the same time, their readers can ask the same question twice to obtains satisfying answers finally. In opposite to the solo-function virtual reference service of other provincial public libraries, the virtual reference service of Shandong digital library, has much more merits like more severs are provided, answering questions more promptly, and using easier and so on.The virtual reference service of Shandong digital library which is based on Internet and B/S pattern and using the J2EE technologic system construction, has manifested the distributional application thought. Based on Internet, the virtual reference service of Shandong digital library uses J2EE technology system framework and B/S schema, which manifested the distribution and application thought. This system can provide digital reference among reference experts, information resource database, users. The designment of this system emphasizes practicability, usability, the uniformity of interface. This system has dynamic Maintainability, Scalability, data transplantation, independence, compatibility, uniform common parameters setup. This system also has security and stability under net environment.The work of this paper is to build an communication bridge among readers, reference workers, reference experts. This can scientifically and reasonably mobile and convert issues among readers, reference workers, reference experts to let readers get satisfactory answers. In this item, the author is with responsibility for the overall planning, system requirement, system framework designment, budgets, planning progress, Quality assurance plan. In the R & D process, the author controled item progress, managed item workers, link users and sum this item after its implementation. This system is used in Shandong Province library and is praised by its users.Through the work elaborated in the article, a bridge can be set up between readers and reference librarian, reference expert whitch can make the questions flow and transfer scientifically and resonably between them and finally the reader can get satisfied answers. To provide serice with more humanization for the reader is the mirror to show the service level of the library and also the new shining point of service work for readers in library field in the future.
