With the continuous development of VOIP technology, Internet telephony has entered the human society in all areas of life. Its telephone network to facilitate access, low operating costs, guarantee the safety of calls, the first choice for many users. According to the above-mentioned topics the actual demand for proposed and designed a carrier-class VOIP-based billing system, The system uses B/S structure development model, J2EE technology. which is a large-scale IP telephony and integrated billing system with a tent, we first introduced the VOIP simple and basic tenets of several regular see the billing system, further elaborated on the overall framework of the system, Web tents system, the design of data collection, database design, while billing the accuracy of the research and analysis of the status of system proposed Optimization of the ideas and methods.VOIP Enterprise Billing System has been adopted by business function testing, error process testing, pressure testing, functional and performance expectations have reached the goal in advance, and it is now used by Beijing Vanlink Communication & Technology Co.,Ltd .and running well.
