The requirement on network management is more and more urgent as the domestic telecom network and internet growth fast and the operation system reformed step by step. Network management has become the key of telecom construction which ensures network's efficient, reliable, economical and safe working. Telecom projects' construction, daily maintenance and decision making are all based on the effective management on network resource. At the same time, network's construction has become one of the important elements to both the existed operators and the new operators to plan and build the telecom net. So developing transmission line integrated system will bring big improvement to the transmission line resource's management level and efficiency.Presently, operators put big amount of human resource and financial resource to collect physical and logic information. But these information are kept in different internal department, and stored in different text format. They are just like some separate "islands" and cannot be shared. On the other hand, this traditional manual method to record and operate information, and the format of paper drawing and documents using are not good to comprehensively and exactly get and upgrade line distribution, landform and physiognomy and special resource information. This situation brings waste on working time, low efficiency, waste human resource, and can not meet the emergency telecommunication's sudden and emergent requirement.Through analyzing the feasibility and maneuverability on combat readiness emergency telecommunication's plan, this paper proposes a new kind of theory and method which synthetically uses computer science, telecom technology and geography information system for efficiently managing, optimizing and improving scheduling and directing efficiency on operated or building network's information. The same time it explores how to make the network resource management transit from monomial, artificial, independent, partial, digital style to integrated, intelligent, uniform, whole and visible style and establishes relevant management system. This system can efficiently manage underground line net, power line/optical line, data net point/switch net point's distribution, the relationship between varity delay equipment, transportation equipment and switching equipment; realized the functions of information input, management, checking, analyzing and create data chart.etc. provides exact and dependable professional graphics information and property information for mobile line maintenance and designing departments.This system is built in different provinces, uses uniform process checking and resource information data collecting. Every province centre is responsible for managing its cities' process checking and resource data. The city level centre will improve Web GIS's function by increasing map cache server. As establishing object-oriented line resource data model, this paper proposed the line resource management method based on GIS/GPS which resolved daily work, line resource spatial geography information and property information's visibility, realized the line resource system distributed style network database's integration and Web and GIS/GPS's integration. The researched results have been put into practical applications.
