With the continuous development of network technology and evolution of Network structures, the traditional telecommunications network and packet networks using IP as the core are gradually integrated, providing an endless stream of new services. The rise and the rapid development of the TV, VOIP, and other multi-media real-time services, in particular, impose a great challenge On the Internet. The requirements of Network service quality enhances the network traffic engineering and technological development and also increasingly highlights the importance of network traffic and monitoring performance parameters. 3TNet is the short name for "high-performance broadband information network," 3 TNet special is the special projects of major national science and technology approved by the State Council in 2001 and an important measure to catch up with developed Western countries in the field of communication networks. 3TNet sets the goal to create a practical, manageable, operational wide-area high-performance broadband information network, and develop a variety of audio and video services from media and interactive multimedia services. In the actually operational process of 3 TNet, the fault occurred occasionally, so it is necessary to monitor the audio and video services on the network. Traffic failure results from a variety of reasons and measures should be made to meet its diversity in the course of the information transmission.At present, the mainstream market monitoring product is mainly directed to the network bandwidth, delay, bandwidth utilization and overall network throughput capacity. But monitoring service-class products are relatively small, while those of existing service-class monitoring systems vary in monitoring standards, not enough to fully measure the quality of audio and video and unable to offer the flexible and variable information transmission. What's more, it can not meet the diversified needs of detecting the cause of the operational monitoring malfunction, the configuration information and information control.Currently market agreement is only to analyze the universal, standardized agreement by pre-defined rules of grammar and format, making it difficult for users to customize their unique service agreement and more difficult to achieve flexible and variable information transmission. IPFIX agreement is the draft agreement put forward by a working group .It achieved a custom user agreement, but its application is more cumbersome and difficult to satisfy convenient, fast demand. This paper first analyzes the flow measurement system from RTFM and IPFIX and IPFIX protocol standards and further analyzes the impact of the network injury on video quality. And based on an analysis of the results, the paper puts forward video quality assessment algorithm suitable for a human eye characteristics. The algorithm mentioned, compared with the existing method, is reliable and efficient. Then, based on the IPFIX flow measurement system and combined with video quality algorithm, the paper raises a network monitoring system. The system is made of the detector and the central network server. Network detector packages in the network important nodes, analyzing data and statistics will be reported to a central server. The central server collects network quality statistics, and according to statistics issued, gives orders to control detector. Paper based on the practical application of the operational control of 3 TNet improves IPFIX so as to achieve safe, convenient and efficient information transmission. The author is in charge of main database programming and, maintenance, central server-side communications module procedures, as well as part of the central server WEB interface programming. The network monitoring system is flexible and adapted to diverse service network, real-time monitoring, and other characteristics.
