With the increase in bandwidth, the speed of the network has been greatly upgraded.And with the integration of GIS and Internet, WEBGIS based on B/S model has been enhanced by leaps and bounds.Meanwhile, because of its distinct advantages, the structure is gradually replacing the traditional GIS based on C/S model and becomes the mainstream of information technology in "location". According to enhance the managerment and attemper of vehicle, ensure the security of driver. With the integration of WebGIS,GPS and wireless communication technology, this paper has bring forward a king of ways to implement a vehicle monitor WebGIS system which based on J2EE architecture,The vehicle monitor WebGIS system is mainly composed by three parts: Vehicle Terminal,Monitor Center and Wireless Communication Network. Based on the results of previous studies, this paper will use software engineering method, analyse network topology of vehicle monitor WebGIS system and design the architecture of the Monitor Center which based on J2EE. And introduce the key technique of the mainly function module in this system. Considering the requests of cross-platform, easy to deploy, real-time, high performance, security, this system adopt the Java Applet as the client development technology.Java Applet has very strong ability in Map render and grid movement, overcome a thin client mode performance shortcomings ability to provide clients with a user-friendly operability platform. Middleware be used asynchronous data transmission as a possible means of transmitting information to enhance the system performance. According to the idea of object-orientd programming is designed to achieve an independent means of communication, terminal equipment, pure Java control the whole system has a strong cross-platform features and scalability.Furthermore, in order to satisfy the growing number of user visit, deal with the overloading of existing communication server and the slowness problem of the system response speed. By using well design pattern and connection pool technology, this paper has obviously promote the system performance, and enhance the bases of the application extend and performance promotion.
