The new software development methods and newbusiness system application are emerging. Develop along with national economyand social information in the meantime, especially the thorough propulsionof the electronics governmental affairs. Our country all levels the governmentis information-based to construct to have already set up to from the hardware,network environment of electronics government affairs initial stage a lordtoward software to synthesize the construction of service terrace, apply,expansion excessiveness. Personnel department of the government buildinginformation(software service)conform to the trend of the times alsoreferred to the history of the agenda come up.Based on the study about the theories and technologies of HRMS(Human Resources Management System) development inland and overseas, the personnel management system for the 110 Master Military area is designed and realized to strengthen the personnel management information work of the 110 Master Military area. This project refers to the success experience of the regional personnel management systems. According to the content and specialty of personnel management and under the precondition which paid more attention to the principle that manipulate mutually, simply and visibly, this system can provide exact, comprehensive data and analysis outcome. So that, it can efficaciously advance the efficiency, quality of the personnel management of the Cheng Du Military area and realize the information and normalization of the personnel management of the Cheng Du Military area.This thesis discusses the method and main progress of the personnel management system development. In the paper, the technological bases of the personnel management system are studied and analyzed; the detail system analysis is made by use of structured analysis method, the logic model of new system is put forward; according to the analysis results, the design of the conceptual structure and logical structure of the system's database which based on database theories and the practical situation of the Cheng Du Military area are carried on; by use of structured design method, the system design is carried on and the physical model of the system is proposed. In the environment of Microsoft Visual Studio .NET 2005 which is popular now, by making full use of the trait of agility and high efficiency of Microsoft SQL SEVER 2000 database management system, adopting the method of object oriented and prototype design of software project, the personnel management system is developed.
