With the rapid development of the computer network technology and multimedia technology, coming along the life-long learning society, e-learning, as a new form of studying, is becoming more and more attractive and gradually turns out to be a research hotspot. AS the basic carrier of the network information, Network Curriculum Design and Development has become another new topic in today's world education field.Taking"the operation of the layer"in the " plane design of Photoshop CS " as an example, the author used the Dick and Carey's instructional design model to form the instructional design, respectively from the teaching objectives, learner characteristic analysis, instructional content analysis, analysis of performance objectives, teaching Strategy analysis, evaluation of the design of teaching. Based on this instructional design, in guidance of the software engineering thought, by taking the advantage of the Microsoft's ASP technology, the author achieved the technical implementation of the selected contents from the functional analysis, modular design, and database design to the functional implementation.The Network curriculum includes user management module, study curriculum modules, homework management module, works display module and study Forum module. These five modules provide a Web-based interactive teaching and learning environment platform for the teachers and students.After the completion of the Network Curriculum development, a phased testing and use has been made which indicated that the contents of the tests meets the requirements, the test results are up to the design requirements. Finally, the author summarized the inadequacies of the design which will direct in the future study and research.
