In most cities, the police dispatching stays in the stage that serving a notice to the first front police about the alarm situation with telephone or walkie-talkie. Generally speaking, this stage, in which commander describes without necessary police data and geographic information, is inefficient, due to the lack of high-level police dispatching platform. Thus the digital information cannot be transmitted. With the further development of China's population and economy, the conventional police activity cannot meet the needs of today's society.In this project, the GIS (Geographic Information System) and GPS (Global Positioning System) technology is integrated into the police dispatching system. The author studies and develops a prototype. The monitoring center can real-time observe each patrol car and police carrying GPS positioning device and manage the on-the-job situation. When the situation occurs, the monitoring center marks the geographical coordinates, and convenes nearby police to go there.This project proposed one kind of realization approach, based on the realization of dispatch and data inquiry smoothly, for the police service in the dispatching communication system. It can control the RU (Radio Unit) to provide digital information and voice transmission channel to DTE (Data Terminal Equipment) based on the MPT1327 and MAP27 protocol. It would greatly enhance the level of scientific management, networking and intelligence.This project includes the following:(1) Analysised the system requirement, the definited the module functions of geography information platform, the police dispatching communications system and the police service data requirement, GPS receive module, and designed the system framework for the application.(2) Elaborated the concept, classified the function, application situation, the characteristic as well as the composition of the dispatching communications system, and introduced the related protocol.(3) Elaborated the GIS system theory, the development and the present research situation of MapX control. It designs a city level GIS system for the dispatching platform,that provided the geography information platform support for the police service dispatching system.(4) Analyzed the GPS communication protocol, MapX control conditions,and implements the GPS software receiving module, that the real-time can receive patrol car and police officer position,that provided the geographical position data support for the police service dispatching system.(5) Designed the transmission packet of inquiry data in the dispatching communications system network,that realized the networking inquire function to use the police database in the patrol car.(6) Proposed the compression data method based on the Gzip module,and analyzed to the compression effect.This main contribution of this paper is:(1) The dispatching communication system is generally used in phonetic communications and transmission of a small amount of data. But these functions can not fulfil the demands of police dispatching. This project proposed one kind of realization for communication module based on MAP27 communication protocol and make the Duplex communication applied in dispatching communication system for the RU. Police service inquiry is transferred into voice signal by modem technology. The dispatcher and the person who is dispatched can transfer data by voice channel,which resource is richer.(2) In this project, GIS, GPS and MapX control technology are integrated into the the police dispatching system. This design implements the city leveled police dispatching geography information module base. The patrol car's or policeman's position can been clearly displayed in the GIS digital map system. This can provide a geography information platform for the police dispatching. The efficiency can be greatly improved. The user interface of this system is friendly and easy to operate. The prototype system attains the anticipative achievement.
