The traditional management system is not suitable for the requirements of electronic document management. Thus, the management system that fits to the electronic document must be established to manage electronic documents effectively. To meet the challenges of electronic document management, the comprehensive archives of different countries all begin to actively study and practice. Our country's comprehensive archives also explore actively in the construction of electronic document management system. The archives study and build the electronic document centre and digital archives to manage electronic documents, and have achieved some success. But our country's comprehensive archives still exist some problems on the electronic document management system, such as the project rash, the function loss, the standard lag, and the talent shortage. The fifth part proposes some suggestions and strategies on building our country's comprehensive archives electronic document management system. And the third, fourth, fifth part is the focus of the thesis.
