Research On Financial Support Of Milk Industry Of Tai'an City

The milk industry, as a rising industry, has a series of prominent advantages such as food stuff-saving, economic and high efficiency. It has important effect on increasing the peasants' income, enhancing the agricultural efficiency and improving the life level of the people. The government of Tai'an city has regarded the development of the milk industry as the important means which resolve the problems of "Agriculture, Country and Peasant", it has provided emphasis support from several aspects such as policy and fund. Nowadays, the milk industry has become a new investment focus, but the cow-feeding industry is a fund-intensive industry which needs great investment and for some reasons, the fund shortage has become the obstacle factor which restrains the development of the milk industry. So how to establish the effective system of the finance support and hence increase the degree of the fund support has become one of the precondition warrants for the stable development of the city's milk industry. This paper links the practical development situation of the milk industry of Tai'an city, surrounds the problems of the finance support and puts up with the countermeasures and proposals.The paper includes the following six parts:The first part is the preface which includes three parts: the aim and significance to select the title, the research methods, the paper's innovation and deficiency. Firstly, starting from the analysis of the development of the milk industry of the whole country and linking the practical situation of the Tai'an city, the paper illustrates that the lack of the finance support has become the obstacle factor which restrains the development of the milk industry and hence shows the paper's research significance. Secondly, the compact explain of the paper's study methods. Lastly, introduce the paper's innovation and deficiency.The second part is the summary of the development of the Tai'an city's milk industry .In the part, the paper starts from the investigation of the city'smilk consumption, makes demonstration research, and then makes analysis and prediction on the crude milk demand of two representative process corporations named Yaaote and Mengniu and points out that the demand of the crude milk has a large space. Secondly, the paper makes an account on the city's exploit and supply situation of the milk industry, endorses the development tendency of the cow-feeding industry in recent years. Lastiy, the paper makes analysis on the economic benefit of the cow-feeding industry. Basing on three analysis above, the paper arrives at the feasibility to develop the milk industry forcefully and points out the fund shortage is the obstacle factor for the fast development of the milk industry.The third part is the theory basis on support of finance to the development of the milk industry. Firstly, on the basis of the contrast analysis about the fiancial support, the meaning of the financial support of the milk industry is defined. Lastiy, the theories including the Finance Medium Theory, the Credit Allocation Theory, the Finance Restrain Theory, the Finance Deepening Theory and the Finance Restriction Theory which this part is based on are listed out.The fourth part is the review of the present situation on the Tai'an city's financial support for the development of the milk industry. Firstly, on the basis of present situation analyses the fiancial support. The part mainly discusses the situation of the fiancial support of the People Bank, the rural credit cooperatives, the state commercial banks for the milk industry and points out that in a certain future period, adapting the objective need of the economic situation all financial departments will enhance their support for the development of the milk industry. Then, analyses factors which the finance support for the development of the milk industry faces from different aspects: the financing channel, the construction of the warrant system, the function of the financing service, the financing person. At the same time, this part discusses the cow insurance problem and analyzes the reasons for which thecow insurance has been lagged from three aspects.The fifth part is the countermeasures and suggestions for the finance support for the development of the milk industry in the Tai'an city. Firstly, this part discusses how to establish the compound financing mechanism and put up that the rural credit cooperatives is the main force to support the development of the milk industry, and expounds how to exert more effect. At the same time, this part encourages other finance departments to enlarge their support to the milk industry, cultivate the country capital market, regulate the civilian credit behavior, exert the effect of the representative corporations in raising fund ,so the fund for the development of the milk industry can be raised by many channels, secondly, the warrant operation innovation should be fastened ,the country credit warrant system should be perfected. Basing on the breed aquatics scale and the economic development level, both governmental and interdependent warrant corporations should be established. Besides, the model that the representative corporations warrant for the peasants is encouraged, and the system construction should be fastened, so the warrant goods of the peasants can be increased, and thus the problem that it is difficult for the peasants to get loan can be resolved. Thirdly, the culturists should enhance their management level, strengthen the basis of the industry financing. Lastly, try best to develop the cow insurance, especially the development in the form of cooperation, and perfect the security mechanism of the milk-industry development.The sixth part is the conclusion. The generalization of the whole paper is made on the finance support for the development of the milk industry from three aspects of corporations, peasants and the government respectively .
