The ecosystem is vital for human's life and also is the basic condition for the sustainable development of the society. Bad ecosystem of our country is harmful to the development of economy. Ecosystem problems of China mainly exist in west areas, where urgently call for restoration and reconstruction. The reconstruction is a systematic project and demands huge amount of capital investment. The fiscal investment should be the primary source because of it's public welfare character. The government has backed up the reconstruction by means of fiscal policy, then Multiplier Effect,Encouragement and Discouragement Effect and Society Effect rise up. To overcome the shortcomings during the reconstruction, absorbing private capital into the project is deeded. The paper consists of six chapters. Chapter 1 briefly introduces the background,goal and meaning of this research. Then it summarizes the literature on environmental problems, counter measures and gives remarks. It also offers the train of thought, method and some new ideas. Chapter 2 gives the definition of research content. Then it centers on the public finance theory, public goods theory plus externality theory and argues that fiscal policy should be the primary undertaker of the project. Chapter 3 presents the experience of other countries that make use of the fiscal policy assisting the ecosystem project. It provides the successful model for our country that exercises fiscal policy to aid the project. Chapter 4 looks back the history of the project from establishment of our country on and considers this project according to the developing standpoint. The project meets with some problems and falls into the predicament after analysis of current situation. Chapter 5 describes the Multiplier Effect,Encouragement and Discouragement Effect,Society Effect of fiscal policy with the help of case and comparison. Chapter 6 gives some ideas to perfect the recent fiscal policy and promote other policy related to the problems.
