Agricultural technical and scientific extension, an important ingredient in agricultural modernization, is the bridge and linkage that transfer the agricultural scientific research results into practical technology. With the steady development of the socialist market economy and agricultural modernization, agricultural extension work confront with new problems and requirements. How can we establish an agricultural technical and scientific extension system that fits the present market economy and modern agricultural development, constantly upgrading and replacing it with a more efficient and effective system, to drive the systematic innovation of the agricultural technical and scientific extension system? This is a very important existing problem which researchers of agricultural extension is studying and considering.Based on relevant theories on agricultural extension and systematic innovation, the paper goes deeply into the research of China's agricultural technical and scientific extension system and its systematic innovation. The paper adopts a research method which combines qualitative and quantitative analysis, canonical parse and case studies, as well as the analysis of system. Taking Yangling Agricultural Hi-tech Industries Demonstration Zone as an example, the writer makes an investigation and study on the present statement, characteristics and existing problems of China's agricultural extension system, borrowing ideas and drawing lessons from different kinds of agricultural extension systems. After a useful theoretical exploration and research of the problems, like system changes, approach reliance, which exist in China's agricultural extension system, five proposals are raised. Firstly, it is proposed that a new extension system, government-instructed and market-oriented, should be adopted. Secondly, there should be some positive improvement in the reform of agricultural science and education system, and the further combination of the agricultural science, education and research work. Thirdly, the construction work at the basic level should be enhanced in agricultural technical and scientific extension system. Fourthly, more effort should be put in extending technical and scientific agriculture into disparate fields and optimizing the model of the agricultural technical and scientific extension. Fifthly, there should be supervision and administration, as well as information feedback mechanism in establishing and upgrading the agricultural technical and scientific extension system.
