Study On Countermeasures Of Systems Of The Scientific Special Agents And Agricultural Extension Services

The"rural-agriculture- farmer"problem is one of the key issues of our Party. Like the other less developed rural areas, Nanping City has such more serious problems such as single- structured agriculture,poor marketing of agricultural products, the slow rise in farmers'income and instable factors of mass visits to the upper level state organs. By sending the scientific special agents to the rural areas to help the farmers, the Nanping Mechanism, initialed by Nanping Municipal Government, has achieved good results and is well received by farmers and has been highly affirmed by the departments concerned of the state as well. This paper tries to summarize the main content and the practice of the scientific special agent system and to look into the problems we've encountered so as to improve Chinese grass-root agricultural extension service system.Ⅰ. Research methods and objectivesGuided by the theories of sustainable development and scientific concept of development, we've done the typical pattern surveys, interviews, business surveys, peasant household's surveys and data analysis, etc. through the combination of qualitative and quantitative application. This paper is summing up the practice of the Nanping Mechanism, which has been characterized as"High grafting, Focus on the grass roots, Interactive Linkage and Integrated operation", and looking into the problems in these years'practice in an attempt to improve the mechanism, to form a long-lasting system of the scientific special agents and to provide guidance and aid for solving the"rural-agriculture-farmer"problems.Ⅱ.The main contents of the study include:On the basis of understanding the experience of agricultural extension service systems in the United States, Japan and the other developed countries and basic conditions and the problems in the Fujian basic level agricultural extension service system. The main content of the scientific special agent system, solved the"rural-agriculture- farmer"problem, includes candidates of the agents, methods to choose the agents and related policies to support the agents. The main content of the study also includes the concept and features of the program-driven and interest-community mechanism, the analysis of adjustment of industrial structure, the increase of farmers'income and agricultural efficiency as well .The careful survey and study of the stars of science and technology Zan Yisheng, Xie Fuxin, and Fang Jinzhu have fully proved the effectiveness of the scientific special agent system. At present, the main construction modes of the agricultural extension service system in our province include: public-interest mode, Agro-science and education mode, corporate promotional mode and the scientific special agent system. The paper also includes the relationship between the system of agricultural extension service and the system of scientific special agents as well as the vision for a long-term mechanism.Ⅲ.The main conclusions of studying are as follows:With the premise of stable public welfare in the agricultural extension service system, we should vigorously promote the company (or enterprises), agro-science and education, associations and the rural cooperative organizations. Nanping Mechanism is an innovative mechanism of the grassroots agricultural extension service system which can be promoted in the underdeveloped economy regions in central and west parts of our country. It is a combination of stable public welfare services and flexible farm operation. It is also a natural product of government intervention and development of the market economy.
