Research On The Well-off Society Construction And The Farmers' Income Increasing Of Shanxi Province

It is the magnificent target which established on the 16th Congress of CCP to construct the well-off society in the former twenty years of 21st century in China, as well as the general policies how to build the well-off society were put forward at the same time. As we all know that the key problem of implementing the target is how to construct the well-off society in rural regions, and the difficulty of constructing the well-off society in rural region is how to increase the farmers' income. Therefor it is more important to analyze reasoningly the relationships between the well-off society and the farmers' income increasing for constructing the well-off society in rural region and solving the problem of the rural region, agricuture and farmers effectively.The article puts forward the evaluation system for assessing the degree of constructing the well-off society in Shanxi rural region during the new era after the researeher analyzes detailedly the zonnotation and evaluation system of well-off society. The system includes mocroscopically 6 criterions which means economic development degree society development degree, population diathesis, life standard, democracy policy and legal system, rsource and environment, and 18 idiographic evaluation criterion. According to these criteritons, the researcher established the method for assessing the degree of constructing the degree of constructing the well-off society in Shanxi rural negiori.The results show that the farmers have been in the phase of constructing well-off society at the end of 2003, and the entent value of well-off society is 13.9%, which lower than the average value of our country. The results also indicate that it has made greater progress in the democracy policy and legal system aspect. But it is imperfect in improving the condition for society and economic sustainable development. And the conclusion points out that the key question and difficulty of constructing well-off sotiety in Shanxi rural region is to increase the farmers' income, to improve the population diathesis and to promote the rural region environment deve-voprment.According to the new-style industrialized criterions, the researcher forecasts the main evaluation standard for constructing the well-off society in Shanxi rural region in 2020. The results show that there are about 5 million people will enter into the second or the third industry from rural region. The target which quadruple the GDP will be implemented in time or ahead of schedule. If the gross of GDP was quadruple, the Shanxi agricultural income would increase about 6.7% in 2020. If the average of GDP was quadruple, the rateof increasing would be 7.4% in 2020. If the farmers want to attain the average incom level about 8000 yuan RMB in 2020, the rate of agricultural income increasing should be kept more than 7.4% or the income level would be 6000 yuan RMB.Authentically, it is the principle mask for constructing the well-off society in Shanxi rural region to increase the farmers' income, to improve the population diathesis and to promote the rural region environment development.The article also analyzed the factors which effect the farmers' income increasing that they are the agriculture resources lacking, agriculture production condition behindhand , and the income from other industry high and so on. The researcher thinks that the key factor which restrains them to construct the well-off society in Shanxi rural region is the lower income increasing rate, and it also is the core problem for increasing the agriculture production yield, improving rural development and increasing the farmers' income.The author proposes some approaches and ensures for the local government on how to construct the well-off society in Shanxi rural region, it's indudes as follow: (l)Classify the all rural regions into three type sections and guide them correctly; (2)Grade the well-off society into two phases and adopt proper development policy; (3)Cut down the farmers' burden, lessen the proportion of rural region, reduce the farmers' number and decrease the agriculture cost; and (4)Reform the government management system, improve the democracy policy and legal system and increase the input and so on.
